To protect all youth, third parties who operate programs for minors on Cornell University premises must abide by Policy 8.8: The Protection of Minors and Abuse Reporting.

Third party hosts must complete the following requirements before the program may commence:

  • Read Policy 8.8: The Protection of Minors and Abuse Reporting.
  • Obtain a Cornell University sponsor and register with CYS here. Registration must be completed at least 30 days before the scheduled start date. Instructions for program registration can be viewed here.
  • Obtain an executed agreement with Cornell University that includes compliance with Policy 8.8 as a material term of the contract. This contract must be uploaded to the registered program at least 10 days before the scheduled start date.

  • Maintain insurance, without interruption, that includes sexual abuse and molestation coverage, according to the limits promulgated by Cornell University's Office of Risk Management and Insurance. These limits may be found here. Cornell University must be named as an additional insured on these policies. This certificate of insurance (COI) must be uploaded to the registered program at least 10 days before the scheduled start date.
  • Collect Cornell University parental permission forms for all participants. These forms will be provided by CYS and must be uploaded to the registered program at least 10 days before the scheduled start date.
  • Where applicable, programs must apply for a permit with the county Department of Health. The county-issued permit and inspection report must be uploaded to the registered program.

The University reserves the right at any time during the term hereof to enact such additional written rules, regulations, or policies for the safety and security of the Facility or convenience of the Facility occupants as it deems necessary or desirable, and upon written notice, third-party organizations agree to comply with such additional rules, regulations, and policies.  

All reporting obligations, including but not limited to any reporting obligations under New York State law, the Clery Act, Policy 8.8, and Policy 6.4 must be followed.
